Policy analysis earns its keep only when it changes a decision. Too much of it is written to be right rather than to be used.
Write for the decision, not the literature
Every analysis we deliver opens with the decision it informs, the options on the table, and what the evidence says about each. The methodology — rigorous as it must be — lives in the appendix.
Program leaders do not need another literature review. They need to know what happens under option A versus option B, with what confidence, at what cost.
Close the loop
The final step is operational translation: who does what differently on Monday. Analysis that stops short of that step is research; analysis that reaches it is support.
